On 13 and 14 December 2022, the 6th Ministerial Conference of the Euro-African Dialogue on Migration and Development (Rabat Process) will take place in Cadiz, Spain. Hosted by the Kingdom of Spain, this high-profile event will lead to the adoption of the next multiannual cooperation programme.
The Ministerial Conference will be attended by Ministers in charge of migration and development affairs of the partner countries involved in the Rabat Process, as well as high-level representatives of partner countries and organisations. A Senior Officials’ Meeting (SOM) on 13 December 2022, as well as a Steering Committee Meeting on 12 December 2022, will lead up to the Ministerial Conference.
It is a symbolic choice to convene the conference in Cadiz, a town founded 3000 years ago, where several great civilisations and cultures have left their marks, not far from the crossroads between Europe and Africa.
The objectives of the Ministerial Conference
The Ministerial Conference has the objective of examining and adopting the Political Declaration and Cadiz Action Plan. This multi-annual cooperation programme sets strategic objectives that will guide the activities of the Rabat Process and its partners for the period of 2023-2027. In this context, the participants will review the main challenges faced by the Rabat Process Dialogue and identify common solutions. They will also discuss perspectives for addressing new drivers of migration in the Rabat Process region.
The Cadiz Action Plan
The Cadiz Action Plan will build on the previous multi-annual strategic framework of the Rabat Process, the Marrakech Action Plan, adopted at the previous ministerial conference in 2018, and on the Joint Valletta Action Plan (JVAP), which was adopted by the Rabat Process and Khartoum Process partners in 2018. The Cadiz Action Plan will take into account how the international context has evolved since 2018 and address new challenges that have arisen since then.
- Area 1: Development benefits of migration and addressing the root causes of irregular migration and forced displacement
- Area 2: Regular migration and mobility
- Area 3: Protection and asylum
- Area 4: Prevention and effective reduction of irregular migration, fight against migrant smuggling and trafficking in human beings
- Area 5: Return, readmission and reintegration
The Cadiz Action Plan will propose concrete actions to be implemented under each of these five thematic areas.
